It is stone, done in the modernist style. It consists of two- and onestoried buildings and round angle tower. It has a semi-basement. It is situated on the relief. The floors are wooden, albugineous. The roof is hipped, on the angle tower it is conical, the roofing is iron. The planning is sectional. The main entrance is flanked with rusticated pilasters, finished with bowls. There is a tracery sculpture, made of metal, over the door. The side entrance is with a penthouse, resembling the shell of a tortoise. Lukarns of the roof, head moldings of the windows, consoles of the balconies, modulions and the bottom part of the principle cornice are decorated with modeling in the modernist style with use of motives of the vegetative ornament. The metal balcony grates are done in the same style. A metal fence with columns is made on the socle from the side of the street. Today, there is a Pioneers' Palace in this building.
The monument is a bright example of the Modernist style.
