Tovtra Samovyta
1. General Provisions.
1.1 The botanical nature monument of the state value, Tovtra Samovyta is situated
nearby Zaluchchia Village, Chemerovets'kyi Rayon. It is a tovtra, where the
steppe flora remained almost in primeval condition. Some plants, which are recorded
in the Red Book of Ukraine can be found there, broad-leaved pasque-flower, spring
adonis, tsybulia (onion) Podil's'ka, black aspleniy and others are among them.
It became a reserve according to the Decree of the Council of Ministers of the
Ukrainian Soviet Republic of 14.10.1975, No.780-�.
1.2 The total area of the botanical nature monument of the state value, Tovtra
Samovyta is 15.0 ha. The user is a Collective farm named after Postyshev, Zaluchchia
Village, Chemerovets'kyi Rayon.
1.3 The botanical nature monument of the state value, Tovtra Samovyta belongs
to the nature reserved fund of Ukraine, which is protected as national property
and is a part of the sysytem of natural territories and objects, which are under
special protection.
1.4 Liquidation, reorganization of the botanical nature monument of the state
value, Tovtra Samovyta, and change of its borders is carried out according to
the legislation currently in force.
1.5 The postal address of the land user:
Khmel'nyts'ka Oblast', Chemerovets'kyi Rayon, Zaluchchia Village, Collective
farm named after Postyshev.
2. The purpose of foundation and aims of the botanical nature monument of the
state value, Tovtra Samovyta.
2.1 The botanical nature monument of the state value, Tovtra Samovyta belongs
to the nature reserved fund of Ukraine.
2.2 The main aim of the botanical nature monument of the state value, Tovtra
Samovyta, is preservation of the unique geologic formation and nature complex
with valuable plants, which are recorded in the Red Book of Ukraine. Article
27 of the Law of Ukraine about NRF (nature reserved fund) of Ukraine.
2.3 The botanical nature monument of the state value, Tovtra Samovyta, may be
used with aesthetic, educational, nature preserving, recreational and especially
scientific purposes.
3. The regulations of the territory and protection of the botanical nature monument
of the state value, Tovtra Samovyta.
3.1 Any activities, which conflict with the aim and tasks provided by the Statute
of the nature monument are limited or forbidden on the the territory of the
nature monument.
3.2 The economic, scientific and other kinds of the activities, which do not
conflict with the aims and tasks of the nature monument, are carried out according
to the main requirements about the environmental protection.
3.3 Owners or users of the allotments of nature objects, declared as a nature
monument, take responsibilities of providing the order of its protection and
preservation. Article 28 of the Law of Ukraine "About the nature reserved
fund of Ukraine".
3.4 Carrying out of such kinds of economic activities that can damage the nature
monument and break ecological balance.
3.5 Building of the buildings that may cause change of the character of the
region and landscape, and make up losses to the nature monument.
3.6 The exploration work, mining operations, transgression of the soil and flora.
3.7 Any littering or pollution of the territory of the nature monument.
3.8 To give the land for building.
3.9 Other kinds of works that can break the natural connections and running
of the natural processes, loss of the scietific, economic and aesthetic value
of the nature monument.
3.10 Abuse of the legislation of Ukraine "About the nature reserved fund
of Ukraine" and the law "About the enviromnental protection"
causes the disciplinary, administrative, civil or criminal amenability.
3.11 The dimension of damage caused to the nature monument is defined on the
basis of the approved tariffs.
3.12 All kinds of the usage of nature, which are carried out on the territory
of the nature monument are realized according to the permission of the State
Administration of the Environmental Safety in Khmel'nyts'ka Oblast' within the
bounds, approved in fixed order.
The Statute is worked out on the basis of the Law of Ukraine "About nature
reserved fund of Ukraine".
