STATUTE
of the state hydrological reserve of the local value,
Shandrivs'kyi
1. General Provisions.
1.1 The hydrological reserve of the local value, Shandrivs'kyi is the head river
of the Shandrova River, the inflow of the Zbruch River, stretched out on the
lands of collective farm, named after Vatutin, 1-2 km to the East of Ivankivtsi
Village. The head river are narrow zones of marshes between the flextures of
the surrouding regions, which on the left side of the current stretches out
to the central channel of the river. It became a reserve according to the resolution
of Oblast' Council, No.3 of 17.12.1993.
1.2 The total area of the network of the sources is 28.0 ha. Today, the Shandrova
River is shallow and narrow. It is 12 km long. The area of the river basin is
36 sq. km. It flows through the lands of the collective farms named after Vatutin
and Ordzhonikidze in Kamyanka and Spasivka Villages, Horodots'kyi Rayon.
1.3 The hydrological reserve of the local value, Shandrivs'kyi belongs to the
nature reserved fund of Ukraine, which is protected as a national property,
and is a part of the system of nature territories and objects, which are under
special protection.
1.4 Liquidation, reorganization of the hydrological reserve of the local value,
Shandrivs'kyi, and change of it's borders is carried out according to the legislation
currently in force.
1.5 The postal address of the land user:
Khmel'nyts'ka Oblast', Horodots'kyi Region, Ivankivtsi Village, collective farm
named after Vatutin.
2. The purpose of foundation and aims of the hydrological reserve of the local
value Shandrivs'kyi.
2.1 The hydrological reserve of the local value, Shandrivs'kyi, belongs to the
nature reserved fund of the Oblast'.
2.2 The main aim of the hydrological reserve of the local value, Shandrivs'kyi,
is preservation of marshers from destruction. It helps to keep up relatively
stable the hydrological and hydrochemical regime of the Shandrova River and
even improve it. Article 25 of the Law of Ukraine about NRF (nature reserved
fund) of Ukraine.
2.3 The hydrological reserve of the local value, Shandrovs'kiy may be used with
aesthetic, educational, scientific, nature preserving and recreational purposes.
3. The regulations of the territory and protection of the hydrological reserve
of the local value, Shandrivs'kyi.
3.1 Any activities, which conflict with the aims and tasks, provided by the
statute of the Reserve are limited or forbidden on the territory of the Hydrological
Reserve.
3.2 Carrying out of such kinds of economic
activities that can damage the reserved object and break ecological balance.
3.3 Building of the buildings, which may cause change of the character of the
region or landscape and bear losses to the Hydrological Reserve.
3.4 The exploration work, mining operations, transgression of the soil and flora.
3.5 Any transgression of the natural condition of reservoirs.
3.6 Transgression of the regime of water preserving zones and of riversides.
3.7 Taking water within the bounds of the reserve, Shandrivs'kyi, for needs
of the industrial and agricultural enterprises, communal needs and irrigation.
3.8 Any littering or pollution of the territory of the reserve, Shandrivs'kyi,
and it's water objects, activities, which may negatively influence the hydrochemical
regime of reservoir.
3.9 Destruction and damage of trees, shrubs and herbs.
3.10 Collection of rare species of plants and plants which are recorded in the
Red Book of Ukraine, also their flowers and foetuses.
3.11 To give land for building.
3.12 Other kinds of works that can break the natural connections and running
of the natural processes, loss of the scietific, economic and aesthetic value
of the Hydrological Reserve.
3.13 The land users, on whose territory the Reserve is located, take responsibilities
of providing the order of its protection and preservation. Article 26 of the
Law of Ukraine "About the nature reserved fund of Ukraine". Article
26 of the Law of Ukraine about NRF (nature reserved fund) of Ukraine.
3.14 Abuse of the legislation of Ukraine "About the nature reserved fund
of Ukraine" of the Law "About the enviromnental protection" causes
the disciplinary, administrative, civil or criminal amenability.
3.15 The deminision of damage, caused to the Hydrological Reserve, is defined
on the basis of the approved tariffs.
3.16 All kinds of the usage of nature, which are carried out on the territory
of the Hydrological Reserve, are realized according to the permission of the
State Administration of the Environmental Safety in Khmel'nyts'ka Oblast' within
the bounds, approved in fixed order.
The Statue is worked out on the basis of the Law of Ukraine "About the
nature reserved fund of Ukraine".
